Ok Its a BCBG Max Azria Dress and you can get it from Nordstroms in The City (Manhattan).

Description:
BCBG Max Azria Silk Taffeta Bubble Dress Smooth silk taffeta is stitched just under the hem to create a pretty pouf. Silk sash forms an elegant bow at the waist, while side and back boning ensure a secure fit. Back zip with hook-and-eye closure.
