Hey umm... I noticed the chat at the home page dies quite often so I was thinking it would be more "chatty" if it was a pop-up so we can surf through the forums freely.

Ok so to cut it short...
Is it possible for us to have a pop-up chat?

Yes it is!! I'll leave it as is... but also pop it up in a new window as well. How does that sound?

And the reason I never used it as a pop up was mainly because when its JUST a pop up, people tend to overlook it and never bother to click on it. When people see that there's activity on your chat they tend to leave a message and chat it up. But your reasoning for it to not be stationary is brilliant. So its a done deal.
